Integrated Border Management Project

In December 2019, IOM Georgia started implementation of Integrated Border Management Project (duration: 30 months) under EU4 Security, Accountability and Fight against Crime in Georgia (SAFE) Programme. Overall Objective of the project is to provide support to the consolidation of key elements of Integrated Border Management in Georgia.

Primary beneficiary of the project is Ministry of Internal Affairs (MIA). Target groups within the MIA include Border Police (responsible for securing the green and blue borders) and the Patrol Police (responsible for the immigration control at all border crossing points). Further beneficiaries are State Security Service of Georgia (SSSG) and the Revenue Service (RS). Other stakeholders include the State Commission for Migration Issues (SCMI), which is responsible for coordination of all migration-related activities in Georgia.

The project envisages procurement of surveillance and communication systems, identity management equipment, vehicles and boats for Georgian border authorities, which will contribute to improvement of detection of illegal activities at the borders and strengthening of interdiction and response capabilities. In addition, acquisition of fast response boats for the Coast Guard will enhance efficiency of search and rescue operations in the maritime space of Georgia.

Furthermore, IOM will establish a monitoring mechanism to assess implementation of Integrated Border Management Strategy of Georgia and its Action Plan. Project also entails assistance to involved agencies in implementation process of PNR, which will greatly enhance Georgia's border management capability and will complement the API system being established under SBMMG. Besides, there are range of capacity building activities planned, including development of training modules for MIA Academy and formation of Advanced Distance Learning system for the Border Police.
